Two way radios do not require your full attention. First, there is no connection to be lost. Second, most people using a CB or ham radio are driving or talking to someone who may be driving. Life comes first and the conversation is second. Everybody assumes you are busy driving when the conversation pauses. In New Jersey Amateur Radio operators are exempt from the states handheld device law for that reason.
