We sometimes carry a couple of these 150 watt heaters with us in the RV, and also use them all the time at home for low wattage personal heat. They have a small fan in them that blows just enough air for directed heat right where you want it on your upper body. They also have a fan-only mode for personal cooling. They're no longer available, but we found ours at second hand stores for under $10 each:

For a purchase without searching second hand stores, I'd definitely look at a new low wattage (150 watt) completely fan-less personal heater like this one:
