Get a shower curtain liner. Its basically a shower curtain without the decorations. Attach it to same rings as the shower curtain. The shower curtain stays on the outside of the tub and the liner stays on the inside. I don't know the physics, but when the shower is on, the air pressure inside the tub is lower than the pressure outside the tub, so the single curtain gets pulled toward the stream of water - and you. Try it. You don't even have to be in the shower to test it.
