In the case of an unscheduled absence it is more than likely that your route has been broken into sections, and given to carriers that were deemed to have, "downtime" on their own.
We live in a small town. When I spoke to the District Post Master she told me they have one Sub. That fills in when necessary. Again the District Post Master said it should have been as easy as communicating. 
Our normal guy can't even deliver the mail right have the time anyway. He used to be the sub before our carrier retired last year. She is actually a neighbor a block away. She has told us many times this guy does not listen to anybody.
