The ramps on my tow dolly were always stiff to move.
The easy way to move them is to hook the tire straps over the end of the ramps and use the tensioner to adjust them straight. I had used a marker to put a reference point on the deck so I could tell when they were aligned.
If you lube the nylon pad don't use anything like grease or oil that will hold grit. I used a spray silicon lube on mine as required and it worked well.
