A different view-
Op indicates she was aware of the ADA regulations and in compliance. Also that the dog had it's vest on and-- if she was in compliance it had the required I.D. tag. No argument about providing your medical records.- unless you go with the reply "why not give them what they want"
So 6 pages of criticism with a bare minimum of facts and I'll bet we can't resolve this problem... The OP hasn't returned, probably figured out they didn't need any more help.
We certainly don't know the RV Park side of the story...
