A friend of mine had good success with sticky pads (get the larger ones for rats), because they will catch them when they run down the length of a wall, and not just when they are actively looking to grab bait.
You might need to get a friend with a bright flashlight to shine around the inside while someone on the other side looks for the light to find the holes.
