Not that they aren't worthwhile offenses to be on the books, but they don't really mean squat.
X2, or 10, many places have had these laws for years, NEVER heard of anyone getting a ticket for them.

My 16 year old got a ticket for using his phone while driving. I have seen a Highway Patrolman slowly pass cars and look into the windows as he is passing. Two cars in front of me he pulled over a cell phone user.
I think it's funny that the public gets all riled up when they see an officer pass and seemingly ignore a car that is doing something wrong. Cell phone, driving in left lane, Too fast in school zone, Using headsets in both ears (illegal in CA). The officer has a job to do and it is at their discretion on how to get it done.
If you really truly think the officers are ignoring these laws try this. Drive down to your local traffic court and sit in the courtroom and listen to the cases. Yes you can do that, you do not need a citation in order to go listen. I sat in the courtroom with my 16 year old while waiting his turn. Here's some infractions that I remember.
100 in a 45 zone.
35 in a 25 school zone.
Unable to provide proof of insurance.
Cell phone use while driving.
Failure to stop at a red light.
65 in a 45 zone.
