Far be it from me to suggest the idea that "It's my belief that in most cases all they're doing is just requesting any sort of moderator intervention..." may be wrong. :)
Since the OP was in fact referring to people who hit the "Notify Moderator" button to shut a thread down, or ask within a thread to have it shut down, your belief is really irrelevant anyway. To this particular thread subject anyway. :)
There are a lot of people who believe that "Free Speech" gives them the right to say what they wish, you not so much.
