Well, I can personally attest that such requests are not automatically granted.
I very rarely use that button, being more inclined to pass by in most cases- and well equipped to take care of myself in others.
(As some of you may have reason to know!;) )
But recently I did make exactly the request you so object to. I specifically suggested that it might be time to close a certain thread which exists solely for the purpose of discussing a certain person with whom many Members here seem to be familiar. The increasingly personal tone there struck me as just plain mean, and the subject person's situation more pitiful than anything else.
The thread remains open, so presumably my request/opinion was outweighed by its popularity/usefulness/whatever.
Point being, there are evidently many factors besides a simple "request for closure" that go into such a decision, as I believe has been pointed out earlier in this thread.
