Make it GS member based. That way they would have a hard time trying to come under a different name. If they did, they would have to purchase another GS membership. I know that is a very unpopular choice, but hey, it's owned by GS... :D
Most home users have Dynamic IP's, to get a Static ip you have to pay for it, and some ISP's don't even offer it to Residential users. So it's mostly businesses who have one, and I don't think RV.Net is going to block a whole company.
Also, there are a few different ways to change a Dynamic ip before the lease runs out, and goes back into the pool, and someone else gets it.
Bottom line, it's really hard to use IP's to permanently block someone.
There are other ways though. :W
