Montana has been under pressure by a number of states to "fix" the LLC "problem". This looks like an answer, make it less lucrative for people from say Calf to license their rig in Montana but doesn't ban the practice.

I get that the lawyer has a vested interest in his position but it still doesn't change the possibility that this decision can effect the state's money and thus how much residents have to pay or just do w/ o certain services.

And yeah many many many states have been peeved at this kind of loop hole; can't/won't go on forever.
