More privacy with bathroom window

Was watching a TV show (NCIS New Orleans) and two Politicans are trading barbs.. one makes some comment to the other about Measuring the windows for drapes..
The other replies that Drapes are for people who have something to hide... He will.. Well it does not matter what he said after that because the point is

And I ask everyone to note the "Politicians" in this story are actors playing a part not real people.. The whole point was "Drapes"
