My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

most town, city, state governments are Self insured ...

keeps from being sued if trucks and trailers make it under without damage... regardless of signs... todays sue happy world. my opinion.
