My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

NY State use to mark overhead clearances as 12" lower than actual to allow for winter snow buildup, frost heave, repaving, etc. I don't know if that's still the policy though. Occasionally, I've seen clearances marked as "Actual".
