My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

That is the min. clearance not the max. clearance. That way when they top the road the don't have to change the signage and relist the road with a different clearance.
