My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

Thank-you Chris for the correct answer ...at least for NY

That would explain why my 13' 4" 5vr just cleared that overpass marked 12' 8" (actual 13' 8")
