My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

Police officer in Warsaw NY told us that in NY the signs say clearance is a foot less than it actually is, UNLESS the sign says "actual clearance..." or similar.
