My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

Don't believe the signs on Lower Level Wacker Dr.in Chicago (AKA Green light city). At one time the Greyhound buses used that for their terminal in the Loop. They have repaved since and they state clearance of 11'2" I think. If you get stuck with a load vehicle that is only 11' you will get a ticket.
