My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

In NY I found an overpass listed as 12-3". Thats exactly what I am. No traffic so I inched forward, got out and let the wife drive and I stood on the ladder to view. There was at least 2 ft of clearance when I got under it. Two feet error is a big deal. What if it were wrong in the other direction????
