My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

Lowest bridge I've ever gone under with this 12'6" RV was.. 12'6"

One thing I noticed though.. 12'6" is without clothing, NO water in tanks, No food in fridge/cupboard, no silverware in drawer, No plates in cupgoard. No tools in tool box and no tool box in basement and so on.

Loaded.. the RV shrinks.
