My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

When I drove truck, I would often go under several bridges that were marked lower than my rig. Even though I knew I would fit, it still made me nervous. There were some marked "actual" that I avoided all together.
