My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

Maybe what we all need is a pole attached to the front bumpers of our town vehicles like the escort vehicles use on the interstates for overwidth/overheight tractor trailers.
