I read that article - and my first reaction is "of course". If you let people enter the park, but lock the restrooms, then yes - when Nature calls and your average sightseer doesn't know to dig a cathole (probably doesn't have any tools along anyway) - then yes, you will find human poo piles. And probably dirty diapers and other stuff that your average person feels entitled to NOT have to carry out.

While I'd like to think that most RVers would be conscientious and drive out of the park to dump - why do I suspect they'll find ponds of black-tank contents, too.

They should have closed the gates.
