Wish that were so but it's not the case. I needed to drop the hitch ball 1.5", which meant disassembling the head and starting all over again. It's not a head angle issue, it's currently set exactly as it needs to be for proper weight transfer to the truck's front steer axle.
I don't quite understand that statement. On the contrary, I believe it IS a head angle issue. If you were to tilt the hitch head rearward some more, the ends of the bars would point downward more which would mean more links (or strap length) between the ends of the bars and the lifing device. You would then be able to crank up the bars to the required tension as you have now. The only difference would be the length of strap or number of chain lengths under tension.
You would leave the hitch head position on the shank the same as it is now, not move it down. That is how you level the trailer, not change the angle of the bars. You would still have the same amount of weight transferred to the front axle of your truck because you increased the tilt.
I am basing my statements on the picture you posted.
