Hmmm...that sounds odd.
That's like saying your kids were about to smoke pot in the garage, but you got home early and spoiled their plans. Event was stopped, but that did nothing to ultimately stop your kids from doing drugs again in the future.
Criminals that escape are likely to continue with criminal activity. Hard to be an active criminal, though, when you're in sitting in jail because you were caught. - toedtoesExplorer III

If not Bob, definitely his daughter. She ran up and grabbed her dad's cell phone to call 911. After she grabbed the phone she kicked the perp in the head and told the news reporter she did it.
It would have been better to focus on getting the license plate number of the truck than worrying about the poor slob that was left behind.
