First a Civics Lesson: Only the President or Congress can bring a bill to congress for a vote.
What you are and has been by others mistakenly identifying as a "BILL" is NOT Legislation, HUD cannot offer legislation, it is a RULE MAKING by that department. That rule making is taking place because something has changed in the area of HUD's purview and they feel a new rule is needed. The Law already exists.
Second Those that have put themsellves on You Tube and Blogged about this that has caused you to write this post either have not read this rulemaking proposal or need some serious remedial reading classes.
What is actually happening is that HUD needs to be able to differentiate between a house and an RV. And there is already an expemtion for RV's in the current rules and the new one DOES NOT CHANGE THAT.
My guess of what brings this question up for HUD is the popularity of TINY HOUSE NATION. If you have seen the TV series you will note that many of those tiny houses are being put ON TRAILER FRAMES and are towable. So the question arises what is a "HOUSE" and What is an RV?
There is NOTHING to worry about here.
Anytime a government agency wants to make a new rule they must publish the fact and give all interested parties a chance to make a case for or against. Rule making takes a long time. RVIA has already been involved with this and apparently is satisfied that there is no problem.
PLEASE PLEASE try to fully understand what you are reading. STOP believing everything you read on the internet and do some research on your own...and by research I mean going to the SOURCE DOCUMENTS as well as other sources.
And lastly this is not news. It has been going on for a long time.
