I had the brakes adjusted after installed (jacked up, tightened up, backed of just a smidge), then drove around the block and re-adjusted again - did that twice until they were seated correctly; However there was no change in braking.
It was though the brakes weren't getting enough voltage or not grabbing (which is what I think the problem actually is at this point!). I did a voltage check when I pulled the emergency brake, 12.6 volts. I also used a fully charged battery on a dolly and connected it directly to one of the brakes (had it left uncovered/capped) and it braked, but not enough to stop the truck when I revved it up (it's a 6.0 gasser - not a diesel!).
I think it's probably the magnets at this point, but rather than spend another 35 or 50 bucks, just replace all four backing plates, turn the drums and call it even is the way I'm thinking. I know it'll work if I do that!
