Roanoke has Amerigas, Davenport Energy and Suburban. All should be suppliers. Call them and see if any of them can do recertification.
Best place to check is a place that has the large bulk propane tanks that fill trucks for home delivery. If they are also open to fill cylinders for gas grills and trailers they probably can inspect them. Places like U-haul, Tractor Supply, Ace Hardware and Southern States in my area only fill cylinders and do not inspect or recertify.
I got tired of trying to find local place here and had mine recertified at Phillips Energy in Gloucester Va. They have the large tanks and do rural home delivery of propane as well as installing and hooking up tanks at the home. They are full service operation. They also sell gasoline, diesel and kerosene. They are about 35 miles from here but I go that way once in a while. I called ahead to make sure their inspector was there before heading there.
