It’s a ‘law’ like the “no overnight parking” signs in highway rest area and Wally World lots.
It’s the ‘but we applied it to everyone’ card to get them past the rabid civil liberties crowd and give society a tool to use on the freeloaders and ‘screech like an eagle’ crowd. It’s rarely if ever used against the moderates and responsible ones.
The real target is the fools texting and surfing the web looking for the nearest 24 hour pancake house while *trying* to drive crowd they’re targeting.
Case in point, speed limits haven’t really changed since we had cars with 4 wheel drum brakes without ABS and sloppy steering. My ride was designed to run the Autobahn at 120+ mph, but I have to drive at a speed according to the lowest common denominator.
