You are right about this, in Maryland at least. Not sure I understand the logic behind this exemption. Let me tell you, at least once I week I get a complaint on one of my officers for using a phone while driving. Most newer cruisers in my jurisdiction have bluetooth, so I constantly remind my officers to try to use that to limit the amount of complaints I have to sift through...
