My experience with time slicing tasks come from teaching pilots to fly on instruments. It's difficult to maintain flight in 3 dimensions while navigating and talking on the radio. I teach them to time slice and prioritize. Aviate, navigate communicate in that order. Oh, did I mention that they can't see outside?

I'd trust a pilot to use a cell phone while driving. I'm guessing it took a fair amount of training and experience to get "good" at that kind of time slicing. I'm also guessing some just couldn't ever get good at it.
