My understanding is that drivers license are are accepted by all states in a reciprocal agreement, but laws such as double towing, speed limits, etc are state specific, If double towing is illegal in a state it is illegal regardless of where you are licensed.
Did I ask any of what you just posted? I think I explained my reason and also said it’s not legal in two states I tow.
