When I was in AZ for winter I used the parks address plus site number for some legal documents and work address when I did a temporary stint with Walmart But I did not change my drivers licence or car tags, did pay and file state income tax forms.
As far as the rules now I do not know.
As far as the Dakota Residency goes there are about 4 or 5 mail services left I use Dakota Post in Sioux Falls.
Reading your post here has thrown up a big RED flag to me. Not sure as I understand but if you are in California full time and have out of state vehicle licence and car tags you are in for a heap of trouble when California catches up to you. As an ex California resident I had the state requesting papers and documents from me for a few years. I am currently now in California but only for a short time and not employed and will return to SD in April. I still keep a travel and fuel log just in case even after 14 years of being a SD resident.
