Az also has a state tax and vehicle inspections.
Vehicle registration is based on a declining value off MSRP. The older a vehicle, the less one pays over time. There isn't any other separate tax beyond the registration fee. Inspections is limited to emissions only and only for vehicles registered in Maricopa or Pima county. No full timer would use those two for their address when you have all the other counties with no emissions.

Cummins12V98 Reading your post here has thrown up a big RED flag to me. Not sure as I understand but if you are in California full time and have out of state vehicle licence and car tags you are in for a heap of trouble when California catches up to you. As an ex California resident I had the state requesting papers and documents from me for a few years. I am currently now in California but only for a short time and not employed and will return to SD in April. I still keep a travel and fuel log just in case even after 14 years of being a SD resident.
usually, someone turn you in to the state and that places a person under the microscope. Many full timers brag way to much about what scam they are playing with their address and that can rub some others the wrong way so they make that anonymous call to the state's fraud line. Other times, it's just a matter of accidentally doing something innocently and that brings you to their attention.
