Alabama passed a similar law this year and I was happy to see a trooper encore it when a car was blocking me in be left lane. I flashed my lights several times at the driver in front and they would not yield right of way. After several miles I was able to pass on the right, trooper pulled behind the other car and lit up the blue lights. I was a happy camper.
I think the big issue is lack of driver education in schools. Kids are not being taught basic driver courtesies and etiquette. Parents just throw them behind the wheel and if they pass the basic driving test they are good to go.
Both of my kids spent a year learning behind the wheel with me. Taught them low and high speed maneuvering, accident avoidance, parallel parking and how to use a turn signal. They also learned how to pull and back a trailer.
