Is a basic tow dolly like this: CL Ad all I need besides wiring, etc to tow a small, front wheel drive car? I guess what I am asking, is something basic like this sufficient for towing a small ...

Check the manual for the car you are thinking of buying. Not all front wheel drive cars can be towed on a dolly.
If that is a Stehl dolly, they are very serviceable. I had one for 3 years till I traded off my front wheel drive car. I would buy one again if I needed a dolly.
