To us Westerners, any sloping ground that doesn't have a tree-line with bare rock and seasonal (or permanent) snow at the top is a HILL, not a mountain! Sure there are some very steep grades and winding roads on those hills back East.
One of our regular trips into Eastern Washington goes over a 5200' pass and the tourist viewpoint above the pass is at almost 7000'.
