People can do whatever they want. Many of those that show up now in National Parks seem very disconnected from the outdoors. They pay no attention to Nature and seem to sleep "in the woods" only to save money. They are urban in their demeanor, ie not friendly.
I have been a Road Warrior for well over 50 years. This is a new phenomenon to me, and not one I like. It is annoying for so many people to come in the dark with their headlights on. They barely can say hello. It is why I mostly boondock.
Using an RV as a basecamp is a fine idea.
