I have had men bring little girls into the men's room to use the toilet while I was at the urinal and was very uncomfortable and did all I could to make sure I could not be seen.
I understand the possible need, but perhaps the proper way would be for the father to knock and ask first before entering. If it was an emergency at least announce that he was bringing her in.
The same goes for the ops situation. They should not have come in unannounced.
