In my opinion... there IS something that the park could do. (If you could identify the lady and her son.) The camp host (female preferred) could speak kindly to the mother and explain that if there IS indeed a problem and the son needs help, it is her responsibility to make sure that the facilities are cleared. The park could even make arrangements to open the facility to that family at a specific time later in the evening when most other people have finished.
