Seems to me that fairness and money for goods and services not rendered would dictate a refund. So what if it inconvenient for them.

They get away with it because some others are doing it. That would be no different than paying 500.00 for a tank of diesel but it won't hold but 400.00 in fuel. Sorry no refunds.
You my friend is why RV parks require deposits and payments in full.
