I think the worry is a legitimate one. At public campgrounds, a site can be inhabited through a reservation or on a first come basis. This can get worrisome if you've got multiple sites reserved with different starting dates. Campsite 1 is reserved for the 10th through the 19th; campsite 2 is reserved for the 12th through the 19th - Person in campsite 1 arrives on the 10th and campsite 2 is uninhabited. On the 11th, someone starts setting up campsite 2 and the person in campsite 1 starts worrying that they are going to have a problem come the 12th. So they try to pre-empt the problem early.
Even so the problem would be better dealt with through the campground management.
