Most tools used for good can also be used for bad by those with ill intentions. There's nothing additional laws will do to stop bad people from doing bad things.
The proposed FAA regulations I've seen won't protect your privacy anymore than they do now. The drone already needs to be within line of sight, so if they're breaking laws to snoop now new laws won't stop it later.
All the arguments I've read in the numerous closed threads are what if, but when, someday they'll....with the occasional link to a news story about the rare idiot. And then the comes "I'll shoot the drones".
They didn't need a drone to steal horses then and they don't need them now. If they want to look at your barn they can go to google.com.
