It's also worth noting that in 2017 most of what had been GMRS-only frequencies were redefined as being FRS frequencies, and nearly all of what were previously handheld FRS/GMRS combo radios "magically" became FRS only radios and do not require a license to operate (i.e. they're licensed by rule).
