No, I seriously doubt out-of-state customers do this all the time. They may go out of state to get a 'better deal' (even more damage to the local economy) but, beyond that, how would he know? A customer may mention that as a desire, but when push comes to shove, I don't think many actually take that chance. It's just another example to show that salesmen will say darn near anything to make/close a sale, and to make the customer feel good about his purchase.
It's blatant lying. Whether they're setting themselves up for a lawsuit is almost laughable.
