On the links I provided, there IS an option to title a vehicle without registering it and have an out of state address on the title. It is limited to certain situations and you can do it by mail, etc. No where on their website have I seen an option to register the vehicle with an out of state address.
Mowertech - I do not believe California has a residency requirement for registering vehicles. New Mexico does according to the MVD.
