Wow ... a 31% grade on a paved public road is insane. From your photo of the signage, I guess it must be "OK" to drive any type of vehicle up/down that grade?!
And to think that I considered Old Priest Grade to be nasty at 20%. We drove our very first home-built RV (Dodge B250 van based) up OPG years ago and it came very close to stalling in 1st gear just before reaching the top. When I was attending college, there was an uphill road on campus so steep that I had to back up it in my car. In some manual transmssions reverse gear is lower than first gear.
I now pull all long grades in our RV with Tow/Haul mode always engaged -> after blowing it's original TorqShift transmission at only around 61K miles.
