Can't a person pay for the site at the time they are putting stuff on the site to "reserve" it? At that point it would be "legally" theirs for the reserved time period.

Shortly sfterwards, before they returned, another camper came along, packed up their belongings and put them out on the road then claimed the site as their own. The thief won. I guess legally he was right but morally wrong.
