I do agree that the real bad apple here is the owner of the attacking dog or dogs.

I considered telling the Dog's owners what had happened, but didn't.

from experience I can say this was not the way to handle the problem, and treatment wouldn’t solve the problem for very long at all, if it didn’t make it even worse…
first of all the little dog wasn’t at fault, the irresponsible owner was and is the one who should have been confronted…
the guy that kicked the dog is as bad or worse than the irresponsible dog owner and if it happened to him before he was looking for and planning on the confrontation with the dog by walking up that side of the road…

both should have been reported, the kicker was no hero…

It sounds more like instead of taking appropriate measures and either reporting the guy or confronting him, this guy knowing what would happen made sure it did… there was no claim of the pooch leaving the lot and the guy could have avoided the biting part by crossing the road until a ranger was notified…

I don’t think for one second this guy was defending himself, he was posturing himself the teach the guy a lesson… IMO he is no better than the irresponsible owner, and certainly not some super hero or a nice guy…

I would have just as much enjoyed seeing the owner kick him in the groin as a response and them both ejected and cited… neither of them deserved to be there and neither of them set good examples for the youth in the area…
